If culverts fail or deteriorate they can become complete barriers to salmon migration. If a salmon can not migrate through the culvert they can not access ciritcal spawning habitat. This document looks at some design options and explains what you should look for to see if the culverts in your area are a pipeline or pitfall for salmon migration.
